On the planet Romulus, a disguised Captain Picard and Lieutenant Commander Data confront Ambassador Spock, believed to have defected to the enemy. Although the Vulcan is initially unwilling to reveal his mission, Picard is able to change his mind after revealing that Spock's father, Sarek, has died, and that his last wish was to tell his son of his love for him. The captain is then shocked to learn that Spock is attempting to reunify the Romulans and the Vulcans, and allows Data to beam back to their cloaked Klingon ship to try and access the Romulan computer system. Senator Pardek takes Picard and Spock to meet with Neral, the Romulan Proconsul, who claims to support reunification of the two races; however, once Picard and Spock have left leave, the devious Sela then pays Neral a visit. Although both Picard and Spock are mistrustful of Neral's offer of support, Spock decides that it is in the Federation's best interest to proceed whether the Romulans have an ulterior motive or not. Meanwhile, on the U.S.S. Enterprise, Commander Riker's investigation of stolen Vulcan ships and materials has led him to Qualor II; beaming down to a seedy bar, the commander tracks down a Ferengi arms trader named Omag, who, after some coercion, reveals that the Romulans are involved in the theft of Vulcan ships. Riker then contacts Picard, and sets course for Romulus. After Data manages to gain access to the Romulan computer system, he and Picard inform Spock of their findings, leading the Vulcan to deduce that he has been deceived by Neral. But before they can take action Sela appears with several security guards and takes them prisoner, commenting that the reunification will take place - but in a way that will enable her to take over Vulcan...
