The Klingon Empire has erupted into civil war, and Lieutenant Worf has resigned his Starfleet commission in order to join the High Council’s army. Captain Picard refuses to involve the U.S.S. Enterprise in the conflict, but his concern that Duras’ sisters, Lursa and B'Etor, are attempting to disrupt the Klingon alliance with the Federation leads him to contact Starfleet command. He is granted permission to set up a blockade along the Klingon-Romulan border, in an attempt to stop the flow of supplies and equipment from the Romulans to the Duras family. The captain assembles a fleet of twenty-three vessels, assigning Commander Riker command of the U.S.S. Excalibur and Lieutenant Commander Data that of the U.S.S. Sutherland. Lursa and B'Etor meet with Sela, the mysterious Romulan woman - who bears a striking resemblance to the late Starfleet officer Tasha Yar. Learning of the approaching Federation ships, Sela orders that a Romulan fleet be amassed and despatched to intercept them. After the Federation fleet sets up a tachyon detection net to locate any Romulan vessels, Sela takes a Warbird and intercepts the Enterprise. When she contacts the ship, Picard is amazed to see his deceased crewmember apparently alive and well; Sela informs him that Tasha was her mother, and then gives Picard twenty-four hours to remove the fleet. Guinan tells Picard that she somehow remembers him allowing Tasha to board the U.S.S. Enterprise-C, which was then sent back twenty-three years in the past - making Picard indirectly responsible for Sela's conception. Meanwhile, Worf is abducted and brought before Lursa and B'Etor, who attempt to turn his allegiance over to their side…
