Dignitaries from several alien races come aboard the <I>U.S.S. Enterprise</I> to negotiate for the rights to a stable wormhole discovered by the Barzan; whoever is successful will have obtained a valuable shortcut through the galaxy. Counselor Troi attends a reception for the representatives and shares an immediate attraction with the Chrysalian delegate, Devinoni Ral, which marks the beginning of a passionate affair. However, during the negotiations the Ferengi secretly inject Mendoza, the Federation delegate, with a drug, causing him to become too ill to continue; Captain Picard then decides to appoint Commander Riker in his place. When the commander becomes concerned that there not enough information about the wormhole, he suggests that an expedition be sent into it. Lieutenant Geordi LaForge and Lieutenant Data are instructed to take a shuttlecraft into the hole, while the Ferengi send their own ship. However, it soon becomes apparent that the wormhole is not as stable or as valuable as it initially seemed. But while Picard's attempts to warn the Ferengi shuttlecraft pilots are ignored, Troi learns that her new love is part Betazoid, and has been using his empathic powers to manipulate his competitors in the negotiations...
