Captain Picard and Commander Riker are instructed to take part in the first Starfleet Battle Simulation program; while Picard commands the U.S.S. Enterprise, Riker is assigned captaincy of the Hathaway, an unequipped, eighty-year-old vessel that he must make battle-ready in just forty-eight hours. The observer of this exercise is a Zakdorn named Kolrami, an arrogant master strategist and one of the greatest strategic minds in the galaxy. Kolrami soon faces a worthy opponent of his own after Doctor Pulaski challenges him to play against Lieutenant Commander Data in an extremely complex and challenging game called ‘Strategema’; however, to everyone’s surprise the android is no match for the Zakdorn, and he is quickly beaten. The war-game begins, and Riker manages to secure the first victory by using a holographic projection of a Romulan warship to distract the Enterprise crew long enough to enable the Hathaway to score several electronic ‘hits’. But then a real Ferengi warship arrives - and launches an attack on the now-crippled Enterprise
