While delivering medical supplies to a planet torn by civil war, Doctor Crusher is captured by terrorists from a radical separatist organisation using an interdimensional transporter. Terrified, Beverly is then told by their leader, Finn, that she has been kidnapped to give his followers medical care as they are dying from the effects of their nuclear-powered transporter. Meanwhile, Captain Picard becomes convinced that Finn will use Beverly as a bargaining chip for the terrorists’ cause, and he instructs Commander Riker to work with Alexana Devos, leader of the Rutian police, to rescue her. However, Alexana refuses to negotiate with the terrorists, and becomes furious when Riker informs one of Finn's men that the Federation is willing to discuss terms for the doctor’s release. Fearing that the Enterprise crew has joined forces with the Rutians against the terrorists, Finn launches an attack on the ship; Lieutenant LaForge manages to remove a bomb before it detonates, but several crewmembers are killed in the skirmish and then Captain Picard is also taken hostage...
