Following a terrorist attack on the Federation colony on Solarion IV, the <I>U.S.S. Enterprise</I> receives a message from the Bajora, taking responsibility for the assault. The Bajora are fighting a war of attrition against the Cardassians, who have taken over their home world, Bajor. After Captain Picard confers with Admiral Kennelly, he is ordered to locate Orta, the militant leader of the Bajora, and offer him Federation amnesty in return for negotiating peace with the Cardassians; Kennelly also assigns a new officer to the <I>Enterprise</I>: Ensign Ro Laren, an uncompromising and opinionated Bajoran who has been released from prison to assist on the mission. Ro helps Picard to meet with a member of the resistance named Keeve, who tells them where to find Orta; but before a meeting can be made, Ro inexplicably disappears. Picard, Counselor Troi, Lieutenant Worf and Lieutenant Commander Data track Ro to Orta's hideout, only to be captured by the rebels. They are brought before Orta, a man horribly disfigured from Cardassian torture; they also find Ro, who beamed down early to try to avoid the bloodshed that she believes is inevitable. Orta tells Picard that the Bajora were not responsible for the attack on Solarion IV, insinuating that another party is intent on eliminating the resistance movement. Then Ro later confides to Picard that Admiral Kennelly is using her as part of his plan to offer weapons to the Bajora in exchange for an end to terrorist activities; Picard realises that unless he puts a stop to the Admiral’s unethical scheme, it will result in the deaths of thousands…
