'The Enemy' (Story Code 155) by David Kemper and Michael Piller

The U.S.S. Enterprise investigates a distress signal emanating from the storm-ravaged Federation planet Galorndon Core. Beaming down to the surface is hampered due to the intense electrical storms, and is restricted to the brief breaks that occur sporadically throughout the day; Commander Riker, Lieutenant Worf and Lieutenant LaForge track the signal and discover the wreckage of a crashed Romulan ship and a dying officer named Patahk. But when Geordi falls into in a pit he is unable to contact his cremates, who are then forced to return to the Enterprise with Patahk before the storms worsen. After Doctor Crusher examines the Romulan she that he is suffering from neural degeneration, caused by exposure to the planet's magnetic fields; Captain Picard then learns that a Romulan warship is intending to cross the Neutral Zone and enter Federation territory so that it can rescue any survivors of the crash; he then contacts the Romulan captain, Tomalak, who insists that the two ships rendezvous so that Patahk be returned to his people. Meanwhile, Geordi manages to free himself from the pit and heads for a beacon sent by the Enterprise - only to be ambushed and taken prisoner by Bochra, another survivor of the Romulan crash…
