The <I>U.S.S. Enterprise</I> receives a request for political asylum from a Romulan scout ship. But after Captain Picard allows the crew to beam aboard his ship, the vessel's pilot, Setal, informs him that the Romulans have established a base on Nelvana III, and are planning to launch a major offensive against the Federation to reclaim the Neutral Zone in forty-eight hours time. However, with no hard evidence to support Setal's story, Picard suspects that the pilot's claims may be a Romulan ploy to use the <I>Enterprise</I> to instigate a devastating war; his suspicions increase when Setal then reveals that he is not really a low-ranking logistics officer but is actually Jarok, a Romulan Admiral who once massacred several Federation outposts. Can Jarok be trusted - by either side..?
