The U.S.S. Enterprise is travelling to Pacifica when Captain Picard receives an emergency message from Starfleet Captain Walker Keel, who requests that they urgently meet in secret. Arriving at the rendezvous on an uninhabited planet, Picard is met by Keel and two other Starfleet officers, who inform him of a suspected conspiracy at work in the upper echelons of Starfleet itself. Picard’s concern turns to alarm when Keel's ship mysteriously explodes, killing all aboard; meanwhile, Lieutenant Commander Data research into all Starfleet directives during the past six months uncovers abnormalities in the highest levels of the Starfleet command. Convinced that Federation security has been compromised, the captain sets course for Earth; after requesting a meeting with the admirals in charge of Starfleet, he and Commander Riker receive an invite to dinner to discuss the situation. Before the appointment, Admiral Quinn comes aboard the ship; Picard is suspicious, as the Admiral had warned him of subversive elements inside Starfleet some months ago, but now seems unconcerned. After the captain beams down to headquarters to attend the dinner, Quinn overpowers Riker, and only the combined forces of Lieutenant Worf and Doctor Crusher are able to subdue him. The doctor soon discovers that an insect-like alien parasite has taken over the admiral’s body, and now controls his brain functions. Meanwhile, inside Starfleet, Captain Picard now faces the remaining admirals - each of whom is also controlled of the alien invaders…
