The U.S.S. Enterprise makes a rendezvous with the U.S.S. Cairo near the Cardassian border; here Captain Picard meets with Vice Admiral Nechayev, only to learn that he is to be relieved of command and sent on a secret mission. While Doctor Crusher, Lieutenant Worf and the captain begin a series of rigorous training sessions in preparation for the forthcoming operation, Commander Riker and the rest of the senior officers are briefed by Nechayev; she tells them that the Federation suspects the Cardassians of planning an incursion into Federation territory in order to seize some disputed systems; to stave off this possible act of war, the Enterprise is to conduct open talks with the Cardassians in the area, enabling the Federation to appear to advocate peace whilst also ensuring that the flagship is on hand in case of hostilities. Nechayev informs them that that Picard and the others are on assignment, and then stuns Riker by handing over command of the ship to Captain Edward Jellico, who negotiated the original armistice with the Cardassians two years ago. Jellico immediately causes dissent and tension amongst the crew by implementing several major changes in procedure, and is especially unforgiving towards Riker, despite Picard’s advice on how good an officer he is. Jellico continues to shake up the running of the ship, devoting science stations to damage and weapons, calling frequent battle drills and noting that Engineering needs a complete overhaul; Counselor Troi requests that the crew be allowed a period of readjustment, but Jellico ignores her, coldly insisting that the current situation demands immediate action, and then instructing Troi to wear a uniform in future. As the Enterprise nears the border, Jellico confesses to Picard that he believes war with the Cardassians to be unavoidable; he doubts that Picard will ever return to the ship, and states that the Enterprise is now his...
