'Brothers' (Story Code 177) by Rick Berman

Aboard the U.S.S. Enterprise, young Jake Potts plays a practical joke on his brother, Willie; but the joke backfires and Willie is left dangerously ill, needing special treatment to survive. However, as the ship heads for a nearby starbase, Lieutenant Commander Data inexplicably begins to malfunction: he falls into a trance, takes over control of the vessel and then alters its course. When the Enterprise arrives at its mysterious destination, Data evades several security teams by blocking them with force fields, and then beams down to the planet below. Here meets his creator, the aged Doctor Noonien Soong, who explains that he summoned Data using a homing device. They are interrupted by the arrival of Lore, Data’s wicked brother, who has also been recalled by Soong’s signal. When Lore becomes angry at Soong for creating Data instead of concentrating on his improvement, the scientist explains that if he had known Lore was still functional, he would have worked to correct the programming that caused him to become evil. Soong reveals that he is dying, and that his final project is the creation of a microchip that will allow Data to feel emotion. This news upsets Lore, who offers to help his ailing father; Soong refuses, only needing to rest before he begins working on Data. However, it soon becomes apparent that even the creator cannot tell his creations apart…
