The U.S.S. Enterprise arrives at the planet Angel One, searching for survivors of a Federation freighter that was disabled by an asteroid seven years ago. Beaming down to the surface with an away team, Commander Riker discovers that the men from the freighter are now fugitives, having refused to accept the female-dominated government; surprisingly, they turn down Riker's offer to return to the Enterprise because they are now married, and have made a new life for themselves. Back on the Enterprise, a contagious virus that Wesley and his friends contracted during a recent field trip sweeps through the crew; not long after, Captain Picard, also infected by the disease, receives orders to proceed to the Neutral Zone to deal with several Romulan Warbirds. When Riker attempts to leave with the fugitives, the men are discovered and sentenced to death by Beata, the leader of Angel One; the commander is unable to get them to the safety of the Enterprise, because Doctor Crusher has quarantined the vessel. Can Riker find a way to prevent the execution of the fugitives?
