The U.S.S. Enterprise takes part in a exchange program in which Mendon, a Benzite, comes aboard the ship, while Commander Riker becomes the first Federation officer to serve aboard a Klingon vessel, as First Officer on the cruiser Pagh. After a lesson from Lieutenant Commander Worf on Klingon traditions and honour, Riker beams aboard the Klingon ship; when the Second Officer questions his authority and loyalty, Riker immediately overpowers him, proving himself through the Klingon maxim that brute strength rules. After the Enterprise crew discovers a virulent strain of bacteria eating through the ship's hull, Captain Picard gives the order to intercept the Pagh to warn the Klingons of the threat; however, having detected the bacteria on their hull, the crew of the Klingon vessel mistakenly believes that the Enterprise is responsible. Picard becomes concerned when he is unable to communicate with the cloaked Pagh, and he raises his ship's shields - which the Klingons and Riker immediately interpret as an act of aggression...
