Oscar Goldman has been put in charge of security at the World Unity Games, an Olympic-style event to be held in Montreal that will encourage goodwill between competing nations. Attending a party at the Pentagon, Oscar and Steve Austin meet many of the foreign delegates - including several old adversaries that they went up against him in the past. While Steve meets Oscar's jocular nephew, Jimmy, Oscar clashes with General McAllister, who questions his competence in handling security at the games. Later, Steve encounters his former lover, Jaime Sommers; he decides to ask her to marry him, but is interrupted when a saboteur breaks into O.S.I. Headquarters, steals some top-secret documents and then escapes by helicopter; Oscar attempts to intervene, but is injured by the thief – who seems to have bionic powers. Not long after, Jaime counsels Katie, a crippled girl confined to a wheelchair who is to be the latest recipient of Doctor Rudy Wells’ bionic replacement technology. Steve arrives at O.S.I. Headquarters, only to find that his security clearance has been rescinded. Oscar informs Steve and Jaime that they are to be placed under house arrest pending an inquiry to track down the bionic thief; seeing that Steve’s son Michael is in Florida, it must be either of them – unless the enemy also has bionic technology. Steve and Jaime set out to prove their innocence, determined to uncover the identity of the thief, and also that of a suspected traitor within O.S.I. itself…
